This isn't a bug, it's intentional. It's an 'activity since last viewed' indicator, not unread threads.

when you click on a forum directory that has unread threads in it and you don't read through all of the threads the unread notification still turns gray. It should be that it doesnt get marked as read until you at least visit all of the unread threads within that forum or when you hit "mark all as read".
